Hear from Helen Ginbey, Manager Behaviour Change at the Department of Transport, as she shares how active travel was promoted during the Armadale Line shutdown. Grounded in best practice behaviour change principles - Capability, Opportunity, and Motivation - the project encouraged walking, cycling, and scooting for local trips. Learn how cross-agency collaboration and school engagement supported community resilience during disruption, with initiatives like WA’s first School Open Street events.

Speakers
Nogol Shams Abadi | Acting Traffic Services Manager | Main Roads Western Australia
Nogol Shams Abadi is the Acting Traffic Services Manager and recently served as the Network Operations Project Interface Manager for the Armadale Line Crossing Removal project. She was primarily responsible for developing the network strategy and managing its implementation to mitigate road network impacts due to the train line closure and working closely with Public Transport Authority. This included bus priority strategies through physical bus lanes, Intelligent Transport Systems, and other network management interventions.
Nogol holds a Bachelor of Civil Engineering and Commerce from the University of Western Australia (UWA) and a Diploma in Project Management. Her team won the Network Operations Leadership Award in 2022 for their outstanding work on the project.
Glenn Herbert | Network and System Planner | Public Transport Authority
Glenn is a Network and System Planner in the Transperth Service Development team, specialising in bus network planning, service optimisation, and intelligent public transport systems. He has played a key role in major projects, including the Mid-Tier Transport Planning (MTTP) project, development of major bus infrastructure projects, the rollout of Traffic Signal Priority (TSP), and planning for the expanded ferry network.
With expertise in data analysis, Glenn leverages tools such as NetBI (using Transperth’s Smartrider data), Power BI, and ArcGIS to support evidence-based decision-making. Their work enhances network reliability, connectivity, and efficiency, ensuring public transport services align with demand, land use changes, and long-term strategic goals.
Helen Ginbey | Manager Behaviour Change | Department of Transport
Helen is behaviour change practitioner with a sustainability background and over 15 years’ experience nationally and in the UK in the design, delivery and evaluation of behaviour change programs.
Helen currently manages the Behaviour Change team at Department of Transport, WA, delivering targeted and data led approaches to encourage more people to walk, wheel and ride for their everyday journeys. Helen prioritises strategic research, evaluation, and insights to inform behaviour change, activation and built environment programs and places high value in collaborative partnerships that expand the reach and impact of outcomes.
