Join us for a panel discussion that will bring together industry experts to share diverse perspectives and explore how NSW can improve transport impact assessments.
Simon Hunter, Chief Transport Planner at Transport for NSW will present on the draft Guide to Transport Impact Assessment, an update to the Guide to Traffic Generating Developments (2002), currently out for consultation. This will be followed by a panel discussion among Jonathan Busch (SCT Consulting), Tessa Knox-Grant (Arup), Nicola Vukic (Arcadis) and Sahan Wijayaratna (Transport for NSW). The panellists will cover some of the opportunities and challenges in updating TIA guidance, the significance of shifting the focus from ‘traffic’ to ‘transport’ and explore the wide-ranging perspectives among transport practitioners.
The draft Guide to Transport Impact Assessment is open for industry consultation till 31 May 2024 and can be accessed here. Transport for NSW encourages attendees to read the draft Guide and take the survey or make a submission. Feedback will inform the finalisation of the Guide.
Attendees are encouraged to read the draft Guide and come prepared as we will be discussing questions from the audience.

Simon Hunter | Chief Transport Planner | Transport for NSW
Simon started as the Chief Transport Planner in Transport for NSW in 2022. In this role he is responsible for the Strategic Planning Branch that sets the future direction for Transport in NSW. Simon has worked for over 20 years in the NSW Government, primarily in Transport, working in policy and planning roles in freight, regional and urban transport roles as well as in infrastructure strategy as an Executive Director at Infrastructure NSW.
Sahan Wijayaratna | Senior Manager, Strategic Frameworks | Transport for NSW
Sahan is a Senior Manager at Transport for NSW, with over 10 years' experience in transport planning, management and engineering. Sahan has worked across multiple public and private sector roles, including driving major project business cases, strategy development and the development of the draft Guide to Transport Impact Assessment. Sahan holds a double degree, with a Bachelor of Engineering (Hons 1) and a Bachelor of Business (Finance).
Nicole Vukic | Business Leader – Transport Planning and Advisory (National) | Arcadis
Nicole Vukic is a Transport Planner and Engineer with over 23 years of experience in specialist and multi-disciplinary consultancies. Nicole is responsible for building Arcadis’ transport planning capability within Australia, which has seen the business transform and grow under her leadership. She is passionate about working on city-shaping projects, contributing to the creation of great places and influencing how people move between these places efficiently and sustainably.
Jonathan Busch | Associate Director | SCT Consulting
Jonathan is a transport advisor who has worked at major transport consultancies such as SCT Consulting, AECOM, and Cardno and for Transport for NSW, leading complex, multi-modal projects such as Bays Precinct, Parramatta Light Rail, the Intelligent Congestion Management Program, as well as countless land use transformation proposals. Jonathan was the Chair of an Expert Review Panel which reviewed TfNSW’s draft Guide to Transport Impact Assessment.
Tessa Knox-Grant | Australasia Leader for Sustainable Transport | Arup
Tessa is a transport planning leader with 25 years of experience in Australia and internationally. Her focus on strategy development, integrated transport and land use planning, and multi-modal integrated projects includes planning for all transport users in complex environments. Tessa has worked in multiple jurisdictions in private and public sector roles, she is on the AITPM Board of Directors, and she values collaboration to achieve sustainable outcomes.
