Toowoomba Technical Seminar - Project Justification and Community Benefits | Presentations | 25 May 2022
The AITPM Queensland Branch is pleased to host an in-person event in Toowoomba, which will present a range of views and discussion on how investment in Toowoomba’s transport system can deliver economic, social and environmental benefits for the community.
Toowoomba’s scenic landscapes and regional greenspaces are key to its local character, offering an enviable lifestyle with good connections to major capital cities and beyond. While the region has undergone significant change in recent years – securing major investment across road, rail and air – further action is needed to deliver a more sustainable transport system and do its part to reach net zero emissions by 2050.
Hear from engineers and planners currently working on developing the future transport network for Toowoomba:
- Anthony Burke (SMEC) will explore frameworks for project identification and benefits.
- Tim Cupitt (SMEC) will provide an overview of the barriers to realising the benefits of transport investments or the aspirations of transport plans.
- Brian McKay (Toowoomba Regional Council) will share his experience of working with the community to improve safety and connectivity in Highfields as part of the Central Highfields Master Plan, prioritising pedestrian and cyclist movements while maintaining access to other road users.
- Thomas Boulton (SMEC) will expand on the economic evaluation of project benefits and provide insight from his experience living and working in the UK.
Haider Yousif will MC the event and moderate the Q&A discussion following the presentations.

Anthony Burke | SMEC
Anthony Burke is a Principal Engineer who has wide-ranging experience in traffic and transport planning from intersections and corridor, wide area master planning and highway planning. He will share is experience on how the assessment of the existing and future baseline situation is key to understanding the future issues and problems to set the context for why the project is required based on his time as a consultant and a local government employee.
Tim Cupitt | SMEC
Tim Cupitt leads SMEC’s Transport Planning team and has over 16 years of experience in the planning of sustainable transport systems. He is experienced in strategic transport planning, policy development and specifically the planning of public transport networks. Tim understands not just the infrastructure and network planning elements of public transport, but the complexity and interactions of each component of the public transport system.
Brian McKay | Toowoomba Regional Council
Brian McKay is a Senior Transport Planner for the Toowoomba Regional Council who specialises in planning for the built environment. Brian will share his experience of working with the community to improve safety and connectivity in Highfields as part of the Central Highfields Master Plan, prioritising pedestrian and cyclist movements while maintaining access to other road users.
Thomas Boulton | SMEC
Thomas Boulton is a Senior Transport Planner who has wide-ranging experience with cost benefit analysis and business case development for transport schemes. He will share his experience in estimating project benefits for the community, with a focus on active transport projects and urban realm enhancements from his time working in the United Kingdom.
